The design proposal is a harmonious blend of traditional Chinese culture, modern architecture and simple functionality. While performing the role of a contemporary institution, it is still anchored in the profound meanings of Chinese heritage. This is the approach to give the SCCC a unique identity.

The building will employ latest technologies and best practices to achieve a practical and sustainable design solution, through the use of energy-efficient strategies and environmentally-friendly materials. The layout will be designed to allow maximum flexibility for multiple usage, ease of future reconfiguration, and convenience to end-users.

The design will facilitate the formation of relationships between people. Civic spaces will be designed to create a conducive environment for both formal and informal occasions. Adequate shading and ventilation will be provided for these spaces to encourage dwell time where lasting bonds can be formed. Detailing of the architecture will aim to generate a level of interest that intrigues and educates visitors, making the building not just a functional space but also an educational device that imparts knowledge.
